(a). That as was done 14 years ago evidence in extradi- -tion cases should be produced before the British Consul and the Chinese Magistrate in Canton. If the former was satisfied the man should be extradited without the necessity of a trial in Hongkong. Replied that by British Law the accused must have an opportunity of answering his accusers and cross-examining witnesses. This of course would presumably be afforded in the later trial in Canton, but I cannot say whether this would be satisfactory: would like to look up the papers and see why the change in procedure was made and consult the Magistrates. (b). That if a British subject is arrested in China for an offence committed in Hongkong, and is extradited a Chinese Official be allowed to attend the trial and sit on the bench with the Magistrate, but have no part in the trial. I said I could see
no objection, but would consult the Magistrate.
